Easy fix!
Just point to your SQLdeveloper to the Java folder:
ORACLE_HOME/JDK/BIN/Java.exe
You have alot of missleading information everywhere but this is the ANSWER to your problem!

First of all ORACLE_HOME/JDK/BIN/Java.exe is not a folder. It’s an executable file. Secondly, pointing the install at the bin directory still didn’t work. 😦
